GENERAL CONCEPTS 1.1 Definition of WCSLeague 1.1a: World Championship Simracing League (‘WCSLeague’, or simply ‘WCS’) is an online sim-racing competition staging multiple racing competitions comprised of open and closed wheel series of varying skill levels. 1.1b: Events within WCS are organized and run by the administrators of the WCSLeague. 1.1c: The official language of WCSLeague is English. 1.1d: These Regulations include both Sporting and Technical guidelines applicable to all competitions within WCSLeague competitions, excluding regulations specific to particular events or disciplines. In that case, announcements will be made on the Disciplinary Committee forum. 1.1e: Events held within the WCSLeague are staged in accordance with these Regulations. Definition of ‘Event’ includes all official sessions (Qualifying, Warm-up and Race sessions). 1.2 Competitors 1.2a: The term ‘competitors’ includes the teams and drivers participating within WCSLeague in any discipline. 1.2b: Drivers, by taking part in any of the League activities, accept these Regulations and agree to follow its procedures, respect the rules described in it and the spirit of the League. 1.2c: It is the competitors' responsibility to ensure that they know the Sporting and Technical Regulations. Administrators can make amendments at any time, the competitors will be notified of any changes in the Disciplinary Committee forum section. If this is not the case, the rule changes are not valid. 1.3 The Governing Bodies 1.3a: WCSLeague administrators (admin) are the ultimate arbitrators of WCSLeague. Their role is to organise, structure and manage all the aspects concerning the racing activity and to perform the day-to-day maintenance and tasks to ensure the smooth running of the Community. They must be treated with respect, and if a member has any problems, either with an administrative decision or action, or a general problem, they must get in touch with the administrator(s) concerned privately to address the issue. Public outbursts, biased or slanderous remarks made against administrators will not be tolerated and will be dealt with accordingly. 1.3b: The Race Direction is performed by a set number of individuals (known as the ‘Race Directors’, simply ‘RD’ and ‘Disciplinary Committee’ or ‘DC’). It is the task of the Race Directors to control the smooth running of official events and the opening/closing of track sessions. Disciplinary Committee duties include stewarding sessions, the issue of penalties and disqualifications, the review of incidents and post-races appeals and deliberate on whether to inflict penalties on Drivers. 2.0 TEAM SPECIFIC RULES 2.1 Car Liveries 2.1a: Teams must submit their liveries by 23:59 on 31/05, and only subtle changes are allowed during the course of a season at the discretion of the WCSLeague administration. Failure to do so will put the teams position in jeopardy. 2.1b: Each car must clearly display a number, either assigned officially by WCSLeague or approved by WCSLeague. 2.1c: Optionally, each driver can submit a helmet, which will be used in-game. Drivers who choose not to submit a helmet or fail to do so will be assigned the default helmet associated with that specific car, or a standardised WCSLeague helmet. 2.2 Team Formats 2.2a: Teams can consist of a maximum of two main drivers plus two drivers within a team can merely operate as reserve drivers. The list of four total drivers must be submitted by 23:59 on 31/05 and cannot be changed during the season. It is not compulsory to have reserve/test drivers in a team. 2.2b: It is the task of the team manager to make sure his team has two drivers on the grid for each event. 2.2c: Drivers are not permitted to switch teams mid-season. 2.3 ENTRY FEES If your team is allowed to join the championship, there will be a fee of 5 euro per team, per series. For the drivers it is a fee of 3 euro. Payments will be requested once your team has been accepted. Licenses will be reset after each season. 2.4 LOYALTY BONUS Teams that finish in the top three places in the standings will automatically be given a slot on the grid for next season. This means you will not have to go through the application process again. 3.0 DRIVERS' AND SESSION RULES 3.0a: Disciplinary Committee decisions cannot be appealed, with the exception of race disqualifications, race bans and season bans. An appeal must be handled privately with the head of the Disciplinary Committee. Drivers that continuously try to appeal penalties when they are not allowed to will be issued extra penalties at the discretion of the Disciplinary Committee. 3.0b: Race Directors have the final say on whether any session can be reasonably delayed or restarted to allow Drivers to re-join following a server connection loss, reboot or similar unfortunate circumstances that result in the disconnection of one or more drivers. 3.0c: WCSLeague operates using SimSync – It is essential that all participants regularly check SimSync for updates to ensure they are able to compete within their chosen disciplines at WCSLeague. Failure to do so will cause the driver in question to experience file mismatches within the WCSLeague mod in question, and thus prohibits participation within the aforementioned discipline. 3.0d: Each event consists of a qualifying session and two races. The first race is a feature race, which is 30 minutes long. The second race is a sprint race, which is 15 minutes long. There is a 10 minute break between each session for everyone to prepare themselves. 3.0da Event Start times will be 19:20 GMT +1 for warm up with qualifying starting at 19:35 GMT+1 with Race 1 at 20:00 GMT+1 Race two at 20:40 GMT +1 3.0e: For the first race (the feature race), the grid will be formed by the order of qualifying and then implementing the given penalties. For the second race (the sprint race), the top 10 of the first race will be reversed on the grid and everyone else will start in the position they finished the first race. 3.0f: Points will be awarded to the top 15 drivers in each race as follows: P1 - 20 points P2 - 17 points P3 - 15 points P4 - 13 points P5 - 11 points P6 - 10 points P7 - 9 points P8 - 8 points P9 - 7 points P10 - 6 points P11 - 5 points P12 - 4 points P13 - 3 points P14 - 2 points P15 - 1 point Pole Position - 1 point Fastest Lap - 1 point with the constructors receiving the number of points of both their drivers in an event combined. 3.0g: It is the drivers’ responsibility to make sure they are using the SimRacingTools anti-cheat software during each official event. It is also their responsibility to make sure the tools are working correctly, including all the plugins that must be installed to ensure the software is functioning properly. Nobody except for the driver in question can be held responsible for incorrect use of the software. 3.0h: We are using real life weather meaning that we will be using the weather forecast of the day after the raceday. The input for the weather comes from wunderground.com. The input from weatherground.com is based on the official Goolgle maps coordinates wich points the exact location of the track. The schedule for the weather is different then the length of the official sessions (see table below). If weather is causing problems the crew is allowed to decide to edit the weather manually, you will get informed. Session Session duration WCS Local Weather Scedule Practice 30 minutes 11:00 AM - 12:00 PM (local time) Qualifying 15 minutes 13:00 PM - 13:30 PM (local time) Race 1 30 minutes 14:00 PM - 15:20 PM (local time) Race 2 15 minutes 16:00 PM - 16:40 PM (local time) 3.1 General Driving Procedures 3.1a: The ESCAPE button is to be used when a driver is involved in an incident that causes terminal damage to their car, leaving them in a precarious place on the racetrack with the inability to remove themselves by any other means quickly. If a driver should complain that they have been adversely affected by another driver failing to clear their car from the racing line quickly, the offending driver may be subject to disciplinary actions. 3.1b: The In-Game chat must NOT be used during the timed Qualification and Race sessions. Only private messages are allowed, though spamming people with private messages is not allowed. The In-Game chat can be used after every driver on the server has finished their session. 3.1c: Drivers who deliberately make use of the in-game chat during a qualifying session will be demoted to the back of the grid. Use of the In-Game chat during the race will not be tolerated and disciplinary action will be taken against the offender after the race by the Disciplinary Committee. 3.1d: When exiting the pit-lane, drivers must remain within the white line defining the pit-lane exit at all times until they have completely re-entered the racetrack. If they should cross the white line marking the edge of the pit-lane exit by means of at least one tyre, they will receive a penalty. See figure 1. Figure 1. The area marked in green is the pit-lane exit. The boundaries of the pit-lane exit are marked by a single white line. The end of the pit-lane exit is marked with a similar white line, but perpendicular to the race track edge. The white line must not be crossed when exiting the pits. 3.1e: Drivers must keep two wheels on the track at all times. The track is defined as the area within and including the white lines at the edge of the track. Where there are kerbs, these DO count as track surface. A driver will be judged to have left the track when less than two wheels are in contact with the track surface. In respect of the pit-lane exit, only at the point where the pit-lane exit and the track have fully merged does it count as the track. See figure 2 and 3. Figure 2. Shows the racetrack boundaries in green and the pit lane boundaries in red. The red areas cannot be driven on unless the driver is exiting the pit-lane, or is pulling off the circuit to retire the car. Figure 3. shows what is regarded to be acceptable and unacceptable use of kerbing. Note that in the image on the right, the car has two wheels in contact with the track surface within the boundaries of the white line marking the edge of the track surface. Whilst the image on the left depicts a break in the rules, it is understood by admin/RC that it is difficult to adhere to such a rule on every single lap of a race, so there will be tolerance at the discretion of admin/RC. Blatant disregard for this rule will result in disciplinary actions taken against the offending driver. (NEEDS A NEW PICTURE) 3.1f: While it is appreciated it may not always be avoidable, it is discouraged for drivers to enter or exit the server during official sessions (qualifying or race), as doing so can distract other drivers. If a driver is seen to be leaving or joining a session an excessive number of times, admin may contact the driver in question to discuss this further. Disciplinary action may apply if it is seen to be appropriate. 3.2 Qualifying 3.2a: The cars will be subject to Parc Ferme conditions between Qualifying and Race, meaning whatever tyres you used to qualify will be the tyres on which you start the race. 3.2aa Setup is fixed and provided by the WCSLeague management 3.2b: Blocking another car during qualifying, or performing actions that are or could be seen to be blocking, whether consciously or otherwise, is strictly prohibited and could result in disciplinary action being taken against the offending driver. However, a driver on a hotlap is always allowed to continue at high speed, it is the drivers’ task to create a gap in front of him on his outlap. 3.2c: Drivers are allowed to use the ESCAPE button to return to the pitlane. When stopping to press ESCAPE, the drivers must make sure they are in a safe location to avoid incidents. Should a driver cause an accident by dangerously slowing down on the track surface, it will result in a penalty. 3.2d: Qualifying is done in one shot system with each driver getting only one timed hot lap to set their time at any time during the 15 minute session which can be taken at any time. 3.2e Once a hotlap has been started that is the one and only time that will count weather the lap is completed or not, in the case of no time set the driver will start from the back of the grid 3.3 Formation Laps 3.3a: All Drivers are required to pay adequate attention during the formation lap to avoid collisions. Drivers are reminded that both speed and distances are lower during formation laps and so are the temperatures of brakes and tyres. Colliding with other drivers on formation laps will be penalized severely as it will be considered an aggravating circumstance. 3.3b: Drivers spinning on the formation lap will need to allow the field to pass before re-joining only when it is safe to do so. The drivers will be allowed to carefully recover their position upon lining up in the grid boxes. 3.3c: Drivers damaging their car during formation lap are not allowed to start on the grid to avoid starting accidents. It is required of them to return to the pits, either under their own steam or by pressing the ESCAPE key, where they will be then allowed to start from the pit-lane. 3.3d: If a car should be come stuck on kerbing or on a feature of the racetrack during formation, they must either wait for the field to pass before attempting to re-join, as per Article 3.3c, wait until the pre-race countdown timer ends to be placed on the grid, or must return to the pits and start from the pit-lane. If they sustained damage during the excursion, the only option they have is to return to the pits and start from the pit-lane. 3.4 Race - General 3.4a: Recklessness at the start of a race will be judged more harshly than in-race incidents, as the hazards of race starts are obvious and all participants are expected to be aware of this and take extra care. 3.4aa Setup is fixed and provided by the WCSLeague management 3.4b: The race will not be restarted under any circumstance because of collisions. However, in extreme cases of server disconnections the race can be restarted. This will always be at discretion of the Race Director and the decision cannot be appealed. 3.4c: Race Directors have the ability to apply or remove penalties at the request of a driver dependent on circumstance. If a penalty is wrongfully removed, the Disciplinary Committee will review the incident and a harsher penalty will be placed upon the driver for misinforming the Race Director. 3.4d: Penalties inflicted on the driver during a race have to be observed within three full laps of the notification of the penalty itself. Drivers failing to observe the penalty within the maximum time will be disqualified. 3.4e: If a notable amount of time is gained by a driver leaving the track surface, this is seen to be ‘gaining an unfair advantage off-track’. If the driver then goes on to set a ‘personal best’ in the sector that the offence occurred, the driver is likely to receive a penalty, dependent on the amount of time gained. Drivers must slow down to ensure they do not gain any unfair advantage from their off-track excursion. 3.4f: If a driver should gain a position as a result of leaving the confines of the track, this is also regarded as ‘gaining an unfair advantage off-track’, and must relinquish any places gained as soon as possible. Failure to do so will result in a penalty. 3.4g: Drivers recovering from an off-track excursion should take great care upon re-joining the track. Drivers should only re-join if it is safe to do so, that is, if no other car is approaching that section of track. Should this rule not be heeded satisfactorily, it is classified as a ‘dangerous re-join’, and the offender is likely to receive a penalty. 3.5 Race – Etiquette 3.5a: More than one change of direction to defend a position is not permitted. Any driver moving back towards the racing line, having earlier defended his position off‐line, should leave at least one car width between his own car and the edge of the track on the approach to the corner. 3.5b: Manoeuvres liable to hinder other drivers, such as deliberate crowding of a car beyond the edge of the track or any other abnormal change of direction, are not permitted. 3.5c: Abnormal changes of direction within the braking zone of a corner are prohibited. If it should be brought to the attention of the Disciplinary Committee, a penalty may be applied. 3.5d: If an attacking driver is alongside a defending driver with at least a portion of the car, the defending driver must leave at least one car’s width of space between his own car and the edge of the race track for the attacking driver. The defending driver is not allowed to turn into the attacking driver, and likewise the attacking driver is not allowed to force the defending driver off the race track, as per article 3.5b. 3.5e: Collisions between drivers will be investigated by the Disciplinary Committee; if the collision is deemed avoidable, a penalty might be inflicted on who is seen to be the offending driver. 3.5f: In any case that is brought to Disciplinary Committee, the Disciplinary Committee will review the incident after the race to decide whether to impose penalties, based on the gravity and modality of the collision. 3.5g: Upon making contact with another car, resulting in the victim losing their place, either by leaving the race track or otherwise, the offending driver is required to give up their position as soon as possible unless otherwise stated by series-specific rules. Failure to do so will result in disciplinary action. 3.5h: As soon as a car is caught by another car which is about to lap it during the race the driver who has been caught must allow the faster driver past at the first available opportunity. At this point, they will of course be shown blue flags. Failure to respond to these will result in a penalty. 3.5i: Drivers are allowed to submit tickets up to 23:59 on the Tuesday after the end of an event. This will allow the Disciplinary Committee to discuss all reported incidents. Submission of any protests must be done through to staff.wcsleague@gmail.com. Including timestamp, lap, corner and detailed explanation of the incident. Protests that are not correctly submitted will be disregarded. 3.5j: Only incidents that are reported will be investigated, if an incident is not reported the Disciplinary Committee expects the drivers to have solved the problem themselves. 3.5k: In the case of an incident that involves an offender and a victim, only drivers that are involved in the incident are allowed to report the incident. This will allow drivers to discuss the incident and solve the problem on their own, without “third-party” drivers stepping in and ruining this purpose. 3.5k: If a race is suspended and cannot be resumed, no points will be awarded if the leader has completed less than 2 laps or if no competitor takes part in the race. Half points will be awarded if the leader has completed more than 2 laps but less than 75% of the total distance. Full points will be awarded if the leader has completed more than 75% of the total distance. Furthermore, in order to be classified, drivers will need to have completed at least 90% of the leader’s overall race distance. 4.0 WCSLEAGUE CODE OF CONDUCT 4.1 General Conduct 4.1a: WCSLeague prides itself for its community spirit. It is therefore forbidden to do anything that undermines, attacks and damages the atmosphere within the WCSLeague Community. This includes but is not restricted to misuse of the chatbox and misuse of the forum. 4.1b: All WCS members are required to keep their tones polite when interacting with other members. Of course everyone’s open to a good joke, but disregard for the feelings of others, as well as but not restricted to racism or discrimination of any kind is strictly prohibited. WCS prides itself on being transcontinental, and this would seriously undermine what WCS wants to achieve. 4.1c: The WCS Forum is a place for discussion, comment, sharing, innovating and inspiring. It is not a place to post hateful remarks about other drivers. If you have a problem with WCS, an aspect of it or a driver within it, you must be responsible and make your suggestion or complaint through the appropriate channels. 4.1d: By joining, WCS members agree not to defame WCS either within the site or externally. These actions will be dealt with accordingly should they come to the Disciplinary Committee’s attention. 4.1e: Should any loopholes be found in the regulations, we urge every member to inform the Disciplinary Committee. Any loopholes that are used to one’s advantage cannot be penalized until the rules are amended accordingly. However, it is at the Disciplinary Committee’s discretion what is to be considered a loophole and what is not. BY PARTICIPATING WITHIN WCSLEAGUE, YOU ARE AGREEING TO RESPECT AND ADHERE TO THE REGULATIONS AND CODE OF CONDUCT WRITTEN ABOVE. FAILURE TO DO SO WILL RESULT IN RAMIFICATIONS THAT COULD POTENTIALLY LEAD TO EXPULSION.
